Arjun Singh (Amitabh Bachchan) and Pyare Mohan (Govinda), are brothers and police inspectors in the same police station. Love blossoms between Pyare and Seema (Raveena Tandon), Arjun's sister. Zorawar (Paresh Rawal), is a smuugler of arms and diamonds and in order to cover his wrong deeds, is also a statue maker. He once discovers that he is being spied by the police and hence kills the police constable and the eye-witness (Divya Dutta) of the murder. Neha (Ramya Krishnan), the best friend of the eye-witness also sees the murder and hence asks for Pyare's help. Since Pyare isn't available, Arjun is sent for her rescue. Meanwhile, Arjun and Pyare have a double role named Bade Miyan (Amitabh Bachchan) and Chote Miyan (Govinda), who are robbers. Any robbery or mishap created by them, the blame is by default, transferred to Arjun and Pyare and are hence arrested. The police commissioner, Shyamlal (Anupam Kher), is also stunned by this and hence wants to get to the matter in detail. Bade Miyan and Chote Miyan are misunderstood as police officers by Seema and Neha. Things go hillarious in this entire confusion. Will Arjun and Pyare prove themselves as innocent?
